Yes, when you send someone an email you are sending information but the impact of that information is that you are going to deliver a change to the person reading it.
At the very least, you are asking them to stop doing what they’re doing and read it, which means you’re asking them to change their behaviour and focus on your email instead of what they were doing. You’re asking them to take time out of their work to read your message, consider it, and then take action: that’s all change.
